(e.g., Name of Business, Address, Details of Directors\/Partners)<\/p>\n\n\n\n<p>Usually, you&#8217;d have to visit the website of the Customs Department to obtain your application. However, we&#8217;ve attached a soft copy of the sheet <a href=\"https:\/\/simplebooks.com\/wp-content\/uploads\/2018\/11\/Application_Form_For_The_Registration_Of_Importers__Exporters.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a> to make things easier for you.<\/p>\n\n\n\n<h6 class=\"wp-block-heading\">Step 2: Get enrolled in the ASYCUDA system.<\/h6>\n\n\n\n<p>The ASYCUDA (Automated System for Customs Data) system is an integrated customs management system used by Sri Lankan Customs. The system helps in keeping track of information on products that are being imported or exported.<\/p>\n\n\n\n<p>You&#8217;ll need to upload company\/personal details along with photographs of all partners\/individuals to the Sri Lanka Customs ASYCUDA system through a Customs House Agent. HS (Harmonized System) codes are unique, internationally recognized 8-digit codes maintained by the World Customs Organization (WCO). You will come across HS codes often, especially during international trade processes, such as making declarations, paying customs duties and tariffs, and following import and export license requirements.<\/p>\n\n\n\n<p>The main use of HS Codes is to provide a standardized way for customs agencies to quickly identify various products being imported and exported.<\/p>\n\n\n\n<p>To find the HS code for the types of goods you want to import or export, you can use the Sri Lanka <a href=\"http:\/\/www.customs.gov.lk\/business\/hsfinder\" target=\"_blank\" rel=\"noreferrer noopener\">HS Code Finder<\/a> created by Sri Lanka Customs.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"3\">What are the goods you can import to Sri Lanka?<\/h2>\n\n\n\n<p>Once you register as an importer with Sri Lanka Customs, you&#8217;ll be able to import many items without any additional requirements. However, there are certain goods for which you will require an import license or will only be able to import temporarily.<\/p>\n\n\n\n<p>To check if the items you want to import requires an import license or are importable only under temporary conditions, enter the item&#8217;s HS code into the <a href=\"https:\/\/www.srilankatradeportal.gov.lk\/?r=tradeInfo\/index\" target=\"_blank\" rel=\"noreferrer noopener\">Commodity Search<\/a> page on the Sri Lanka trade information website.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"4\">What items are prohibited or restricted for import?<\/h2>\n\n\n\n<p>While you can import many items without an issue, certain items are restricted from being imported into Sri Lanka. As this list is continuously updated, especially in light of the current COVID-19 pandemic, we recommend visiting <a href=\"https:\/\/www.srilankatradeportal.gov.lk\/?r=site\/display&amp;id=1398\" target=\"_blank\" rel=\"noreferrer noopener\">this<\/a> page to determine if a particular good is prohibited from being imported.<\/p>\n\n\n\n<p>Additionally, some items, while not prohibited, are restricted from being imported. To import these items, you&#8217;ll need to obtain approval from the relevant Sri Lankan government authorities. You may also have to carry out special mandatory procedures, such as quarantine for the products. You can find a complete list of restricted imports on the Sri Lanka Customs page <a href=\"http:\/\/www.customs.gov.lk\/aircargo\/process\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"5\">How to obtain an import license?<\/h2>\n\n\n\n<p>As discussed earlier, there are certain items you can only import after obtaining an import license. An import license is a document issued by the Department of Imports and Exports Control permitting you to import specific items into Sri Lanka. Importing without a license can result in a fine based on the value of imported items.<\/p>\n\n\n\n<p><strong>Step 1:<\/strong> Select the relevant application based on what you want to import.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/srilankatradeportal.gov.lk\/?r=searchForms\/view&amp;id=245\" target=\"_blank\" rel=\"noreferrer noopener\">Application for Import Control License for Chemical<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/srilankatradeportal.gov.lk\/?r=searchForms\/view&amp;id=247\" target=\"_blank\" rel=\"noreferrer noopener\">Application for Import Control License for Pharmaceuticals&nbsp;<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/srilankatradeportal.gov.lk\/?r=searchForms\/view&amp;id=248\" target=\"_blank\" rel=\"noreferrer noopener\">Application for Import Control License for Telecommunication equipment<\/a><\/li>\n\n\n\n<li><a href=\"https:\/\/srilankatradeportal.gov.lk\/?r=searchForms\/view&amp;id=246\" target=\"_blank\" rel=\"noreferrer noopener\">Application for Import Control License for Miscellaneous&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;<\/a><\/li>\n<\/ul>\n\n\n\n<p><strong>Step 2: <\/strong>Get a recommendation letter from the relevant authorities authorizing the importation of the goods. The relevant authority will vary based on the type of product you&#8217;re importing.<\/p>\n\n\n\n<p><strong>Step 3: <\/strong>Attach two copies of proforma invoices with the following details:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Name and addresses of the importer<\/li>\n\n\n\n<li>Details of the goods, including quantity and value<\/li>\n\n\n\n<li>Country of origin<\/li>\n\n\n\n<li>Country of shipment<\/li>\n<\/ul>\n\n\n\n<p><strong>Step 4:<\/strong> Provide an original copy and photocopy of your business registration certificate and (if you are Sri Lankan) National Identity Card.<\/p>\n\n\n\n<p>The Department of Imports and Exports Control will process your application 3 hours from receiving all the correct documents.<\/p>\n\n\n\n<p>You&#8217;ll also need to pay a license fee based on 0.2% of the total invoice value of the goods you are importing (cost, insurance, and freight). You can also refer to <a href=\"https:\/\/srilankatradeportal.gov.lk\/kcfinder\/upload\/images\/21_english%2812%29.png\" target=\"_blank\" rel=\"noreferrer noopener\">this illustration<\/a> for a full view of this process.<\/p>\n\n\n[et_pb_section global_module=\"25606 \"][\/et_pb_section]\n\n\n\n<h2 class=\"wp-block-heading\" id=\"6\">What are Import Declarations?<\/h2>\n\n\n\n<p>You must declare every type of item imported into Sri Lanka to Sri Lanka Customs by regulation.<\/p>\n\n\n\n<p>To make a declaration, you&#8217;ll need to submit a completed CusDec (Customs Declaration) through the <a href=\"http:\/\/www.customs.gov.lk\/ict\/asyacc\" target=\"_blank\" rel=\"noreferrer noopener\">ASYCUDA<\/a> system. You can submit these declarations to regional Sri Lanka Customs offices.&nbsp;<\/p>\n\n\n\n<p>You also have to submit the hard copies of your declaration alongside the following documents after payments of the relevant duties &amp; levies:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A commercial invoice or contract of sale document from the supplier of the goods<\/li>\n\n\n\n<li>Transport documents such as Bill of Lading or Air Waybill<\/li>\n\n\n\n<li>Packing list (if available)<\/li>\n\n\n\n<li>Certificate of Origin (this should have been supplied to you by the exporter)<\/li>\n\n\n\n<li>Any import licenses or permits obtained from other ministries depending on the type of goods you are importing.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"7\">What are the customs duties and tariffs for imports?<\/h2>\n\n\n\n<p>Customs duties and tariffs are both taxes charged by the government on imported goods, but there are some key differences.<\/p>\n\n\n\n<p>Sri Lanka Customs duties: These are payable on imported goods as a percentage of their declared value, such as VAT (Value Added Tax). They are also payable at a specific rate according to the number of units, weight, unit rate, or composite rate of the imported items. To see which products require licenses, check <a href=\"http:\/\/www.customs.gov.lk\/exports\/prnr\" target=\"_blank\" rel=\"noreferrer noopener\">this list <\/a>prepared by the Sri Lanka Customs.<\/p>\n\n\n\n<p>There are some items you are prohibited from exporting, such as<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Dead or live animals or their parts. Permits are issued for research purposes and exchange with foreign zoos and museums.<\/li>\n\n\n\n<li>Antiques\/ Cultural Property<\/li>\n\n\n\n<li>Dangerous drugs<\/li>\n\n\n\n<li>Explosives<\/li>\n\n\n\n<li>Live fish (Prohibited spices)<\/li>\n\n\n\n<li>Minerals in raw form<\/li>\n\n\n\n<li>Obscene publication and literature<\/li>\n\n\n\n<li>Protected plants listed under the Fauna &amp; Flora Protection Ordinance<\/li>\n<\/ul>\n\n\n\n<p>These items are updated yearly. The latest list of items is included in the Export Procedure 2020 issued by the Export Development Board.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"9\">What are the customs duties and tariffs for exports?<\/h2>\n\n\n\n<p>Currently, exporters do not need to pay customs duty in Sri Lanka. However, when exporting certain products, such as tea, rubber, or coconuts, the exporter must pay a &#8220;CESS&#8221; charge to Sri Lanka Customs.
